Websites started as regurgitations of existing documents. That was not enough. Existing documents needed to be written or rewritten for the web style of reading. That still was not enough. Websites started offering tools or software built into the web pages. Behind the scenes, web pages and pure html documents disappeared altogether; web servers build web pages and html documents on-the-fly.

There was a time when organizations chose to create a website that resembled an expanded yellow pages advertisment. It was static. It contained little information of real value--like with the yellow pages, customers were expected to come calling. Those websites really did not and will not deliver success.
